Yesterday the House passed (318 to 103) with bipartisan support a bill to establish minimum standards for teen residential treatment programs. A statement released by Rep. George Miller (D-CA) cited last year's report from the Government Accountability Office (GAO) documenting abuse and lack of accountability. The bill passed yesterday establishes standards and mechanisms for complaints.
