Illinois was ordered ordered to move people out of a state hospitals and nursing homes and into the community by the end of the year. A similar decision was made in New York. According to the the Chicago Sun Times. Illinois spends more to keep adults in institutions than any other state, a practice long abandoned in recognition that community alternatives afford the best opportunity for rehab and recovery. A similar decision in New York ruled that the state must also transfer mentally ill adults who have been living in adult homes with few supports and reduced access to independent opportunities.
"Illinois has 25 such institutions, all privately owned and for profit, most in Chicago but also in Decatur and Peoria. More than any other state, Illinois has relied on nursing homes to house the mentally ill after shutting down state mental hospitals in the 1970s and 1980s."

Minnesota
The budget crisis will close beds in Mankato, Minn., reports Minnesota Public Radio. The loss of 200 jobs and the programs they support will be absorbed or reconfigured elsewhere, say state officials. Not all agree:
"They're kind of plugging this as a redesign of the system, but it still is a $17 million cut," said Sue Abderholden, executive director of the Minnesota chapter of the National Alliance on Mental Illness. "I really do find it hard to believe that we're going to be able to cut $17 million and improve and enhance our services at the same time."
